Backing up the argument: Farouk Kaddoumi, the PLO’s foreign minister during Arafat's rule, admitted in an interview with the Jordanian newspaper Al-Arab (published on April 22, 2004), that the PLO charter was never changed. This confirmed what many had long suspected, that the “vote” to repeal those sections of the Charter that call for the destruction of Israel was not legally binding, and that the Charter in fact has remained unchanged.
